COMMISSION


The Public Service Commission is divided into two categories namely, Union Public Service Commission and State Public Service Commission.


Union Public Service Commission (UPSC)


  • It is the central recruiting agency in India.  Articles 315 to 323 in Part XIV if the Constitution deals with the UPSC.

  • The UPSC consists of a chairman and other members appointed by the President of India.  The strength of the Commission has been decided by the President.

  • The Chairman and members of the Commission hold office for a term of six years or until they attain the age of 65 years, whichever is earlier.

  • The chairman or a member of the UPSC can be removed from office by the President only in the manner and on the grounds mentioned in the Constitution.


State Public Service Commission (SPSC)


 

  • Parallel to UPSC at the Centre, there is a SPSC in a state.  It consists of a chairman and other members appointed by the Governor of the State.

  • The chairman and members of the Commission hold office for a term of six years or until they attain the age of 62 years, whichever is earlier.


National Commission for Scheduled Castes


  • The National Commission for Scheduled Castes (SCs) is a constitutional body in the sense that it is directly established by Article 338 of the Constitution.

  • The main function of the Commission is to investigate and monitor all matters relating to the constitutional and other legal safeguards for the SCs and to evaluate their working.

  • The Commission also has to investigate all matters relating to the constitutional and other legal safeguards for the OBCs and the Anglo-Indian Community and report to the President upon their working.

  • They are appointed by the President by warrant under his hand and seal.  Their conditions of service and tenure of office are also determined by the President.

  • The Commission presents an annual report to the President.  It can also submit a report as and when it thinks necessary.


National Commission for Scheduled Tribes


  • The National Commission for Scheduled Tribes (STs) is a constitutional body in the sense that it is directly established by Article 338-A of the Constitution.

  • The 89th Constitutional Amendment Act of 2003 bifurcated and combined the National Commission for SCs & STs into two separate bodies namely; National Commission for Scheduled Castes (under Article 338) and National Commission for Scheduled Tribes (under Article 338-A).

  • The main function of the Commission is to investigate and monitor all matters relating to the constitutional and other legal safeguards for the STs and to evaluate their working.
